Paul Andrew Fenton

Paul Fenton established P.A.F. services in 1995 after spending 14 years with the Metropolitan Police Force. His last eight years were spent as a Traffic Patrol Officer, working in a specialist Accident Investigation Unit.

He qualified as police driver and motorcyclist, advanced vehicle examiner, advanced accident investigator, tachograph analyst, weighing officer and plan drawer.

By virtue of s.67 and s.69 of the Road Traffic Act, he was authorised to place prohibitions on road vehicles that were deemed to be unroadworthy and dangerous.

He has gained City & Guilds qualifications and holds certificates for Vehicle Examination (construction and usage), Advanced Vehicle Examination (heavy goods and passenger carrying vehicles), Tachograph Analysis and Road Accident Investigation.

He holds a BTEC Continuing Education Post Graduate Diploma in Accident and Safety Management. The areas of study include Management Studies, Pedestrian and Occupant Safety, Ergonomics, Accident Analysis, Road Safety Legislation, Traffic Management, Transportation Planning, Vehicle Technology and Psychological Perspectives of Road User Behaviour. He also completed a two year research thesis in the subject of Driver Reaction Time.

He has attended Sandwell College of Further Education and Higher Education to study the diagnostics testing of anti-lock brake systems (ABS) and has attended several manufacturers courses in tyre wear and damage, and hydropneumatics and hydraulics. 

He has attained, by examination, the Royal Society of Arts Certificate of Professional Competence in National Road Haulage Operations.

During his time with the police service he gained considerable courtroom experience and has presented evidence as an expert witness in the Magistrate, Crown, Civil and Coroners courts and Public Inquiries. He has had the benefit of attending and investigating numerous and varied road traffic accidents involving all types of vehicles thereby gaining much valuable practical experience.

As an accident investigator he had a close working relationship with the Metropolitan Police Forensic Laboratory and has taken part in scientific field experiments into vehicle behaviour and collisions.

Since 1999 he has focused on road safety matters and has worked for Local Authorities, County Councils and The Highways Agency as Consultant Road Safety Engineer conducing Scheme Identification Studies, Road Safety Audits, Local Safety Engineering Schemes and general Traffic Management matters.

He is registered an Engineering Technician with the Engineering Council and a Member of the Institute of Highway Incorporated Engineers, Institute of Highways and Transportation and  Institute of Traffic Accident Investigators.
