About Us

The company is a well-respected independent consultancy based in Lancashire and Qatar that specialises in Road Safety Engineering, Road Safety Auditing, Road Safety Assessments, Traffic Management and Forensic Collision Investigation. The business was established by Paul Fenton in 1995, then named PAF Accident Reconstruction & Investigation Services, offering expert witness support to the Legal Profession, Insurance Industry and Transport Operators.

In 2005 the company was re-named PAF Highways & Traffic Safety Limited and the portfolio of the company expanded to offer additional services which are predominantly orientated around road safety engineering.

In 2015 PAF established links with the Middle East and are now a respected road safety engineering consultancy providing services to design organisations, supervision consultants and contractors.  PAF have been heavily involved in the auditing of the multi-billion dollar Doha Expressway, Qatar’s Local Roads & Drainage projects and the highway infrastructure relating to the new Doha Metro and the 2022 World Cup stadium sites.

PAF have been commissioned by Qatar’s Publics Work Authority, Ministry of Telecommunications & Communications and the New Doha International Airport.  Our engineers have also conducted work in the United Arab Emirates and Kazakhstan.

Paul established the business in 1995 after having served with the Metropolitan Police Service where he was employed as a Traffic Department Forensic Collision Investigation Officer. Since this time Paul re-trained and over the last 20 years has worked primarily as Consultant Road Safety Engineer.  He spent over 10 years working, as sub consultant, for Highways England (formerly Highways Agency) on several contracts in the Northwest of the UK.  Since 2013 he has worked with Qatar Public Works Authority in their Roads Operation & Maintenance Department and more recently as Road Safety Specialist in the Highways Projects Dept (Expressway). During his time in Qatar he was integral to the development and delivery of Qatar iRAP (International Road Assessment Program) and Crash Database.

Paul is Fellow of Society of Road Safety Auditors, Chartered Member of the Institute of Logistics and Transportation, Member of the Chartered Institution of Highways & Transportation, Member of the Institute of Highway Engineers & Member of the Institute of

Traffic Accident Investigators, he has obtained the Certificate of Competency (Road Safety Audit EC Directive 2008/96/EC).

Paul has a broad experience in both highway design and operational road safety and has conducted a considerable number of in-depth road safety studies. He has conducted over a 1500 road safety audits.

He is regularly instructed to act as Expert Witness for the UK legal profession and has written and presented a significant number of forensic collision reconstruction technical reports as

Jill Fenton

Jill studied for her civil engineering degree at Liverpool University. She is a Chartered Civil Engineer with the UK Engineering Council and a registered MME Grade A Engineer in Qatar. Jill is a full Member of the Chartered Institution of Highways & Transportation and Member of Society of Road Safety Auditors and he has obtained the Certificate of Competency (Road Safety Audit EC Directive 2008/96/EC).

Jill joined PAF in 2005 and has previously worked for Dorset County Council, Lancashire County Council, Highways England (formerly the Highways Agency), and Amey Consulting. (Public Works Authority – Qatar).

She has extensive experience in road safety engineering, studies & road safety audits, highway design, asset management and policy making. She is a proven people manager and has managed large teams of technical professionals and engineers. She has conducted over 600 road safety audits as well as non-motorised user audits.

Working with Ashghal she managed a large team of road safety engineers responsible for the design, delivery and implementation of school zones, rural road safety and pedestrian safety schemes with some involvement with the Expressway Program of works.
